In an expanding and socially fractious early twentieth-century Winnipeg, Lewis Benjamin Foote rose to become the city's pre-eminent commercial photographer. Documenting everything from royal visits to deep poverty, from the building of the landmark Fort Garry Hotel to the riots of the 1919 General Strike, Foote's photographs have come to be iconic representations of early Winnipeg life. In Imagining Winnipeg, historian Esyllt W. Jones takes us beyond the iconic to reveal the complex artist behind the lens and (...) the conflicting ways in which his photographs have been used to give credence to diverse and sometimes irreconcilable views of Winnipeg's past. Incorporating 160 stunning photographs from the more than 2,000 images in the Archives of Manitoba Foote Collection, Imagining Winnipeg challenges our understanding of visual history and the city we thought we knew. McKenzie Seeds is a crown corporation owned by the people of Manitoba. In 1983, the company was rocked by a scandal involving its senior management. During the course of the controversy, George F. MacDowell resigned as chairman of the McKenzie Seeds board of directors. He subsequently wrote a pamphlet which attempted to provide a context for understanding events at McKenzie Seeds. This paper provides a brief history of the company and a discussion of MacDowell's pamphlet. A postscript provides information (...) on some recent developments, which suggests that the issues raised by the scandal and identified in the pamphlet remain unresolved. (shrink)

This paper deals with the political philosophy of Václav Havel, mainly its relation to ethics and what Michel Foucault called governmentality. Besides using his analytical framework, Foucault’s politics are engaged with to highlight similar trajectories of two intellectuals dealing with related dilemmas of ethics and politics. As a dissident of communist Czechoslovakia Havel, developed a profound critique of modernity, but also discovered technologies of the self, exclusive to dissidents, which empowered them in their moral struggle against the regime. The Velvet (...) Revolution in 1989 ascended Havel to the presidency of the republic, a position from which he quickly embraced and disseminated neoliberal governmentality. The final section deals with Havel’s use of human rights in the later years of his presidency, being a justification for military interventions and comparing them to Foucault’s conceptualisation of rights. Human rights discourse is the culmination of Havel’s lifelong quest for the ethical foundation of politics and it is the source of most difficulties and potentialities associated with this project. Healthcare, climate change, food security, energy, financial markets and quality of life are just a few examples of issues that require scientists and academics to work in a crossdisciplinary way. As a result of these developments, an interdisciplinary approach is becoming increasingly popular in higher education and must be considered an absolute necessity. Young academics are being called on to step beyond the boundaries of traditional disciplines in order to contribute to addressing fundamental problems and solving challenges facing society. There is a need for people who are not afraid to ask critical questions, who can work together well and can look beyond the boundaries of their own field. This means students need to learn more about how they can integrate and apply knowledge, methods and skills from different fields. Interdisciplinary research projects and practical training courses offer students more than one perspective on the same subject. Comparing and contrasting, connecting, adding and adapting concepts, theories and methodologies from different disciplines ultimately results in new insights and better answers to complex problems.]. We agree with Clarke and Beck that the approximate number system represents rational numbers, and we demonstrate our support by highlighting the case of the empty set – the non-symbolic manifestation of zero. It is particularly interesting because of its perceptual and semantic uniqueness, and its exploration reveals fundamental new insights about how numerical information is represented.

Introduction Hume uses the adjectives "civilized" and "barbarous" in a variety of ways, and in a variety of contexts. He employs them to describe individuals, societies, historical eras, and forms of government. These various uses are closely related. Hume thinks that cultural and political development are (...) intimately connected, and are mutually dependent. Civilized government goes together with civilized society. A wise ruler cannot emerge before "refinements have taken place" in the society at large and "science [becomes] known in the world." At the same time, the policy of a monarch who is "ignorant and uninstructed... for ever prevents all improvements."1 This intimate connection, however, is not an identification. A civilized government is not simply that which produces, or results from, a civilized society. When discussing forms of government, Hume uses the terms "barbarous" and "civilized" consistently and somewhat narrowly, to describe governments that possess certain specific characteristics. It is striking that these characteristics are explicitly divorced from the abilities or characters of the rulers. To understand Hume's distinction between these two kinds of government, it is useful to abstract away from his discussion of more general issues of cultural development, and to lay temporarily aside the causal question of what social and economic conditions are necessary to produce a civilized government. I propose to explain Hume's concepts of barbarous and civilized government just in terms of the institutional characteristics possessed by each. Hume's choice of adjectives is not, of course, accidental. The complex causal questions of how a civilized government comes about, and what is its relation to civilized society, are large and important ones. However, 1 do not propose to take them up here.2 The crucial feature dividing civilized and barbarous government is their relation to law. In his essay "Of Civil Liberty" Hume says: "It may now be affirmed of civilized monarchies, what was formerly said in praise of republics alone, that they are a government of Laws, not of Men."3 "Barbarous government" are thus "governments of men"—he also calls them governments "of will."4 Scholars of Hume's political theory have noted the importance of the rule of law in defining "civilized government. "5 However, they have not made clear precisely what Hume thinks precisely defines a "government of laws. " I submit that such a government must (for Hume) possess three characteristics. It must have: 1. A clear separation between the legislative and magisterial "powers" of the state; 2. A rigid subordination of the magisterial to the legislative power, such that the "discretion" of magistrates is restricted by "general laws"; 3. Self-sufficient laws and institutions, such that they are able to operate regardless of the intentions or abilities of individual rulers or officeholders. To this end, a government of laws must possess fixed rules governing the succession of officers, including (in a civilized monarchy) succession to the throne. Hume thinks specific governments may meet these criteria to varying degrees through time (with regression also possible). His use of the term "civilized government" nevertheless implies that it exists as a distinct, and achievable, ideal. An examination of Hume's theory of civilized government shows his understanding of the rule of law to be more subtle and complex than has previously been acknowledged. Hume moves beyond traditional Whig panegyrics on the rule of show to show how the law must operate if it is to protect people from oppression in the local theatres in which it is most acute. ArgumentIn August of 1977, Australian pathologist David W. Buntine delivered a presentation at the Annual Meeting of the Royal College of Pathologists of Australia in Melbourne, Victoria. In this presentation, he used the diagnostic category of “Eskimoma,” to describe a unique set of salivary gland tumors he had observed over the past five years within Winnipeg’s Health Sciences Center. Only found amongst Inuit patients, these tumors were said to have unique histological, clinical, and epidemiological features and were unlike any (...) other disease category that had ever been encountered before. To understand where this nosological category came from, and its long-term impact, this paper traces the historical trajectory of the “Eskimoma.” In addition to discussing the methods and infrastructures that were essential to making the idea of Inuit cancer “visible,” to the pathologist, the epidemiologist, and to society at large, this paper discusses how Inuit tissue samples obtained, stored, and analyzed in Winnipeg, Manitoba, came to be codified into a new, racially based disease category – one that has guided Canadian and international understandings of circumpolar cancer trends and shaped northern healthcare service delivery for the past sixty years. This paper is concerned with events that were the subject of an inquest into the deaths of 12 children who died while undergoing or shortly after having undergone cardiac surgery at the Winnipeg Health Sciences Centre, Manitoba, Canada, during 1994. A notable finding of the Sinclair Inquest was that nurses involved with the pediatric cardiac surgery program were concerned about the competence of the surgeon and made sustained efforts throughout 1994 to have these concerns addressed. That the nurses’ (...) concerns were not taken seriously is the central problem of this paper. Essentially, the position articulated is that gendered and gendering discourses constituted a form of power that structured the field of nurses’ possible actions. These discourses constituted a resource to make nurses knowable, to produce them as certain forms of the person, and were therefore part of what governed nurses everyday conduct. Though neither simply good nor bad in themselves, in this case, these discourses had constraining effects on how nurses were able to conduct themselves. (shrink)

In a reply to my recent paper “The Cost of Denying Intrinsic Value in Nature,” Rut Vinterkvist raises an important objection to my claim that environmentalists must ascribe intrinsic value to some natural entities to consistently defend the protectionist views I believe many of them have. To defend this claim, I provided three hypothetical cases, involving threatened natural entities, designed to show that only an intrinsic value of these respective entities could explain a reason to protect them. My claim was (...) that, even in these cases, environmentalists would generally find the natural entities in question protection-worthy. Against this claim, Vinterkvist argues that environmentalists can consistently opt for protection of these entities without ascribing any intrinsic value to them, the idea being that we can argue for protection of the entities on the basis that other people care for them (for whatever reasons, if any). We should protect them, not for their own sake, but for the sake of those who care for them. In this response, I explain why I believe her suggestion—challenging to my argument as it is—does not provide a proper option for environmentalists who want to argue for protection in these and similar cases. This article examines the approaches that historians, beginning in the mid 20th century and into the early 21st century, used to write about the Winnipeg General Strike of 1919. It focuses on five major works: The Winnipeg General Strike by D.C. Masters; Confrontation at Winnipeg by David J. Bercuson; The Workers' Revolt in Canada, 1917-1925 edited by Craig Heron; and When the State Trembled: How A.J. Andrews and the Citizens' Committee Broke the Winnipeg General Strike by (...) Tom Mitchell and Reinhold Kramer. It identifies where the monographs depart from one another in interpretation; as well as where they remain the same. Given the layers of complexity, the interpretation of the event becomes especially salient in the 21st century as its 100th anniversary steadfastly approaches and the question of how should it be publicly presented in 2019 requires an answer soon. On 29 March 2017, the United Kingdom Government notified the European Council of its intention to withdraw from the European Union legal order. On 31 January 2020, the UK entered a transition period, during which it remains bound to the EU Treaty Framework. This review essay examines the near three-year period of the UK’s attempted cessation from the EU. It argues that what is most striking about the Brexit case is that it reveals the extent to which EU member states (...) remain bound by ideologies and tropes developed during the era of European colonisation—even in their relationship with each other. The review essay draws upon Brenna Bhandar’s Colonial lives of property: Law, Land and racial regimes of ownership, Danny Dorling and Sally Tomlinson’s Rule Britannia: Brexit and the end of empire, and Eva Mackey’s Unsettled expectations: Uncertainty, land and settler decolonization to show how Brexit bears upon themes that have long preoccupied postcolonial scholars working in a variety of contexts and geographical locations. From the Brexit example, the review article highlights the persistence of colonial projects of invention and the appropriative techniques and tropes that attend these and, above all, it highlights the necessity of decolonial violence.
